Non-fatal error when generated key is not encrypted

      If for some reason the operator starts and can't find the server CA secret, it won't encrypt it.

      It'll lead to Octavia Workers being failing to create load balancers with this error:

      The error is non fatal in the operator (INFO level):

      Could not read server CA passphrase. No encryption will be applied to the generated key

       

      The resolution is to disable Octavia, restart the Octavia Operator and enable Octavia. The secret is now found and the loadbalancer can be created.
