Replace SCSS compiler with a newer, supported solution

      The SCSS compiler currently used by Horizon is no longer maintained. We have fixed a number of compatibility problems with it, but in the long run we need to find a solution that is better supported.

      The django-compressor plugin that we use to handle compiling of SCSS files supports an external program to be run as a compiler. That means we can use a compiler that is used by the wider Web Development community, no matter what language it is implemented in.

      We have to pick one such tool, preferably the most popular and well supported, to avoid future problems.
