As a tester I want to specify additional RPMs while running tempest tests (through test-operator)

      While the easier way to use tempest is through the openstack-tempest-all images, it may be possible to allow users to use additional tempest plugins from RPM, or newer versions of the existing one
      The externalPlugin option installs them from pip, but that may introduce additional dependencies, while the installation from RPM guarantees a more controlled set of dependencies.
      So there should be a way to pass a list of URLs to RPMs that should be installed before running tempest run.
