Description of problem:

When we enabled multi-store support for glance it also sets node_staging_uri option under DEFAULT section of glance-api.conf which is not required/used in case of multiple stores setup at all. This may not have any regression unless deployment is using shared file storage (NFS) for configuring the staging directory and we will end up configuring wrong staging path on NFS.

node_staging_uri should be configured/set only when multiple stores setup is not enabled.
