tempest parallel option default might cause unexpected behavior

      in the tempest_run script parallel is set to true by default, we should avoid it both because it is the default of tempest and second because the serial and parallel options are not mutually exclusive in the controller which might cause a scenario where I'm setting serial to true but gets a command with both flags (–parallel --serial) which results in unexpected behavior. additionally setting concurrency=1 might also result in unexpected behavior.
