edpm-ansible need the ablity to confirure default and extra mounts

the default mounts should create hugetlbfs mount for 1G and 2MB hugepages.

the extra fs mounts should be empty and is required to allow mounting /var/lib/nova/instance in nfs.

dev notes:

ideally, this would be an enhancement of an existing role like configuring os or Bootstrapas this is related to how we configure swap and should be done very early in the deployment before the host reboot it could be its role if desired but I don't think this should require a new dataplane service.

if we go with a separate role for modularity then that should just be included in the existing configure-os or bootstracp playbooks to not require
