OCP bmh stuck in provision loop even after delete

      When trying to delete a BM and re provision several times it seems like ocp metal3 service got stuck in a provisioning loop even after the host was deleted. After disabling all pods in openshift-machine-api namespace and all related operations the BM stopped the reboot loop.
