The Gabbi test is skipped downstream, but not upstream.

RE-enabled the test downstream and test to make sure it works.

This issue invllves 2 MRs:

• first in ci-framework-jobs to un-skip the test (see MR#82)
• second in ci-framework-testproject to configure it to run in github-check pipeline.
  • This is a temp one and possibly MR#50 can be reused or referenced

MRs should be made from the cloudops/ci-framework-jobs and cloudops/ci-framework-testproject repos.
