.Keypair generation removed from RHOSO 18

Keypair generation was deprecated in RHOSP 17 and has been removed from RHOSO 18. Now you need to precreate the keypair by the SSH command line tool `ssh-keygen` and then pass the public key to the nova API.

      Description of problem:

Keypair generation is OS-dependent which can create issues in terms of SHA1 support and we agreed at the PTG to remove this possibility from the API. Operators will still be able to import their public keys tho.
