Automatic upstream dns config for infra dnsmasq

      The OpenStackControlPlane should have default working dns serving for edpm,
      in case it is used for quay.io or rpm repo resolve.

      Currently dnsmasq is started with no-resolv , which leads to it will not serve anything
      where he is not authoritative. So "extra" configuration needed from admin for "upstream"
      dns.

      ATM also overrides some internal *.svc names for edpm.

      Can the dns config be made no needed for admins, by either:
       * defaulting to ocp external dns
       * defaulting to the dns ocp using as upstream
       * removing the no-resolve option, ->defaulting ocp internal dns
