To be able to use dynamic routing with BGP, there is the requirement to deploy the ovn-bgp-agent in the OCP nodes so that centralized traffic can be properly exposed and handled. One example is when an ovn-loadbalancer or or an IP address belongs to a tenant network.
To support these types of use cases, this we should consider adding a controller to the neutron-operator, so that it is deployed with the appropriate configuration.
