If the BGP support wants to be use, there is a need to deploy the ovn-bgp-agent in the OCP nodes so that centralized traffic can be properly exposed and handled (e.g., in the case of ovn-loadbalancer or IPs belonging to tenant networks).

To support this we should add a controller into the neutron-operator for it, so that it is deployed with the appropriate configuration
