This was reported by the Security DFG and can block development/testing of Adoption.

It is likely due to MariaDB incorrectly listening on ctlplane instead of internal_api in our dev setup. A fix was proposed earlier but there's a chicken-and-egg type issue with CI that needs to be solved:
