In order to move our Operators to Go 1.21, we will need to use a Go 1.21 go-toolset image.

Currently, we use UBI9 go-toolset:1.20
https://github.com/openstack-k8s-operators/dataplane-operator/blob/main/Dockerfile#L1

We will need a new version of this image to be available, using Go 1.21 before we can start updating the Operators.

Latest available is still Go 1.20:
