Without Redis, the octavia controllers must be restarted/stopped gracefully, or resources will leak/be stuck.

We need to:

• set a graceful termination period for the pods
• set the [DEFAULT].graceful_shutdown_timeout in the services

For context, the termination period was 630 seconds in tripleo.
