Find way to access network stacks between pods for agents

      As an cloud operator I need to deploy neutron agents (neutron-dhcp-agent, neutron-ovn-metadata-agent) in the Podified Control Plane. Those agents are creating network interfaces in the br-int, create namespaces on the host and spawns new processes like haproxy or dnsmasq.

      In the Podified control plane case, openvswitch is running in the ovn-controller POD so we need to find some way to:

      • plug interfaces created in the ovs which is running in different pod
      • create network namespace on the host,
      • plug interface created in ovs pod into created namespace
      • run additional process (haproxy, dnsmasq) in the created namespace and bound it to the created interface.
