Add VA1 job that tests midstream operators.
If possible, enable FIPS in this job, otherwise, create a new task to enable it afterwards.

• VA1 job running and passing
• VA1 job deploying rel-del artifacts
• If possible, VA1 deploy with FIPS enabled by default
