The upstream package is now available also antelope and there would be a desire to use it for testing internally too.

Before adding it to a stable dependency for downstream builds (see https://review.rdoproject.org/r/c/openstack/tempest-distgit/+/52839 and related backports, like https://review.rdoproject.org/r/c/openstack/tempest-distgit/+/52843 for antelope-rdo) we would need to build it downstream.

This is related to OSPRH-5436 as whitebox-neutron-tempest-plugin followed a similar path (but python-whitebox-tempest-plugin has been around for longer).
