Make the amphora management networking IPv6 by default for greenfield

      There isn't a good reason not to simply use IPv6 by default for new deployments. It avoids address space size concerns on the tenant size and large pools don't hurt the provider side of things either.

      The goal of this epic is to switch the default for the management network to IPv6

      Implementation changes include changes to the install_yamls to allow the network attachments to be configured to IPv6 independent of the cluster configuration and changes to the octavia operator's management of amphora management networking.

      Documentation changes will including any adoption related documentation, release notes and any support related documentation.

      Testing should not be adversely affected except where test cases include instructions referencing the management network include IP details. Note that the IPv4 case still exists, but the default for greenfield will now all be IPv6
