Deprecate the heartbeat_in_pthread option in the rabbitmq driver of oslo.messaging

      The `heartbeat_in_pthread` option [1] of the rabbitmq driver of oslo.messaging is strongly related to Eventlet and totally useless in term of efficiency.

      This option [1] can be safely deprecated and scheduled for a future removal.
