      In RHOSP 17.1.4, the default was to pack instances on NUMA nodes.

      In RHOSO 18.0, the default has been changed to balance instances across NUMA nodes.
      To change the default, and pack instances on NUMA nodes, set

      in both the scheduler and compute node nova.conf
