The deployment will need to have fips_mode: true in cifmw_devscripts_config_overrides

fips mode will need to be enabled on the Openshift cluster nodes and the compute nodes. there are no other extra requirements. The tempest tests using the test-operater should not need any additional settings. The full suite of tempest tests should be run in fips mode to confirm results are the same as a none fips enabled run running the same teempest tests.
