OSP 17.1 has dropped support for the staging-ovirt driver and as such the openstack-ironic-staging-drivers and python-ovirt-engine-sdk4 library can be removed from being shipped in OSP18.0.

The underlying python-ovirt-engine-sdk4 library is broken due to a python incompatibility and will not be fixed.

Unfortunately this should have and was thought to have been done for OSP17.x which complicates matters for our customers, but we can definitely remove from OSP18 to ensure there is no confusion or customers attempting to utilize it.
