Enable FIPS in EDPM nodes for VA deployments

      VA's deployment on ci-framework deploys EDPM nodes in a libvirt environment.
      To enable FIPS on this deployment we can:
      1. use a FIPS enabled image for EDPM nodes
      2. use edpm-ansible role to enable FIPS in edpm-bootstrap (reboots the node afterwards)
