      This is a follow on form the pci device in placement in previous cycles.

      in antelope (osp 18) we have support for tracking pci devices used for flavor based pci passthrough in placement.

      as part of that spec tracking neutron sriov port (standard SR-IOV, hardware offloaded ovs and vdpa) was declared out of scope.

      during the ptg we discussed the next steps on how to close this gap
