We should update  the ceph_tag for the CEPH_OVERRIDE parameter:

current value:

CEPH_OVERRIDE='"ceph_image":"rhceph-5-rhel8","ceph_tag":"5-404",'

suggested value (5-499 is latest available at the time of writing): 

CEPH_OVERRIDE='"ceph_image":"rhceph-5-rhel8","ceph_tag":"5-499",'

Reason: 5-404 is shipped with too old  binaries (especially cephadm), not compatible with the --network option needed to properly configure rgw resources during the Ceph5 upgrade / cephadm adoption step. This will lead the adoption step to fail.

Even if we provide that tag (5-404) as an example, many customers already used it to tag their images.
