Tobiko tcib image should be able to install tobiko from RPM

      Currently tobiko is not installed on the tcib image. The bash script that is executed when the container runs (run_tobiko.sh) clones a specific tobiko version/branch (by default master).

      This could be problematic when the machine where tobiko tests are executed from (typically a pod running on an OCP worker on RHOSO18, using test-operator) does not have access to the internet.

      Once OSPRH-1319 is resolved, tobiko RPMs are available, so they can be installed directly on the image. This way, the pod/container will not need to have internet access.
