As an Octavia developer I'd like to be able to run automated type checks on my computer and also let the upstream CI run the same type checks.

This should help find certain bugs faster and by adding more typing info to the Octavia code it also helps developers and IDEs understand the code better.

Definition of done: Feature merged upstream.
