      RHOSO (18.0) will have Secure RBAC enabled by default and no longer rely on custom policies to enable SRBAC.

      We are considering using adoption as a window of opportunity to switch policies from legacy RBAC to SRBAC. We would end up with two scenarios for QE: Non-SRBAC -> SRBAC and SRBAC -> SRBAC.
