The new vertical scaling optimization will be disabled by default and needs to be enabled explicitly during the RPM build process for the amphora image.

This can only be done after the backports of the feature were merged.

Maybe we need to have two images, one with and one without that feature enabled.

I started a discussion about how this could be implemented in OSP 18.0 on Slack [1] and made other teams aware of this requirement.
