Something similar to this PR on ci-fmw's tobiko role [1] has to be implemented on the test-operator.

The oc binary file and the kubeconfig file are needed by tobiko to discover the podified topology and to use the openshift_client python module.

In order to verify that the changes to resolve this ticket work well, the following tobiko tests can be executed:

tox -e functional -- tobiko/tests/functional/podified/test_topology.py
