Already NFV QE is using ci-framework for thier testing

DEV team still used dev-scripts/install_yamls until now

This task will have following stage:

Move all dev cluster for ci-framework deployment
Find the gaps in ci-framework and VA deployment procedure for DPDK/SRIOV
Move completely to VA (both QE and DEV)
