As an operator, i would like the nova-scheduler to prefer newer compute hosts based on the hypervisor version installed.
This will enable me to simplify rolling upgrades and retirement of old hardware by preferring the upgraded hosts.
As with all weighers I wish to control the impact of the weigher via a multiplier to increase its weight or invert the behaviour.
