As a cloud operator, i want to be able to adopt my existing multi cell (multi stack) tripleo deployment with running workloads.

      Note this might be a duplicate of a different issue I'm just filing this to have a place to discuss/track how we enable this as part of the GA workload adoption requirements.

      historically we have required multi-cell upgrades to be part of the first release that had FFU support and comptue expect this to be a requirement we continue to be in place for OSP 18 workload adoption. multi-cell must be supported from day one when adoption is supported.

      The current Nova adoption code takes any single cell single conductor deployment and transforms it to the superconductor topology.

      this story is just tracking the additional work required to start with 2 cells and then repeat the normal single cell adoption for both. this would include the ci and documentation work to create that procedure.

      the main problem with that is that assumes we already have the ability in ci to have multi node tripleo and whatever mechanism is used to provide that would need to support multi-cell/multi stack nova deployment.
