This Jira is to track work for enabling ldap testing in the keystone component pipeline.  There will need to be some type of FreeIPA ldap vm or pod to connect keystone too.

Initial plan for this task is to create a new environment using the ci framework, then install the freeipa-operator and test whether we can use it for the final CI implementation.

The https://github.com/freeipa/freeipa-operator is marked as experimental, but it should be good enough for our use case.

We will need to implement equivalent of our tests for OSP17, here are the links to that implementation:
