If you delete a Tempest CR with name 'tempest-tests' and then immediately recreate Tempest CR with the same name then the creation of the test pod might get stuck. The reason for this is that the previous PVC that was attached to the first test pod was not fully deleted.

A possible fix is that we might want to try to add a random suffix to the pvc name (note: this would require update of the test-operator role as well).
