In designate we support the concept of multiple "pools" of DNS Servers.

This allows operators to scale out their DNS Service by adding more pools, avoiding the scaling problems that some DNS servers have for number of zones, and the total number of records hosted by a single server.

The Pools concept has never been toughly tested and Devstack configured. This Epic is to do exactly that. Configure Devstack to setup the tsigkeys and a secondary pool such that test automation can verify and zone transfers utilizing TSIG keys and Designate's zone attributes to create and interface with the DNS servers.
