Implement ipa /tls-e deployment in make_standalone (ie. osp 17 “old” deployment)

which is part of the Data Plane Adoption testing pipeline as well as used for development.
To fully test TLS-E we need 2 computes to test live migration
The final testing will have to test both adoption of TLS-E workloads as well as workloads without TLS, so we need to support both.
