      The octavia operator contains complexity that is outside of the scope of kuttl and tempest to test. It's important to get as much test coverage for this code as possible. This epic is intended to be timeboxed with the goal of investigating what is viable and to take "first steps" in increasing coverage without jeopardizing a release.

      Expected outputs:

      • report/summaries of lessons learned and links (if any) to follow up epics etc. It is not expected that formal product documentation will be an outcome.
      • At small number of appropriate functional and/or unit tests in the operator repo that are being executed by upstream CI

      Initially QE should be kept in the loop. In subsequent efforts, QE could be included more as there is potential for extra value and a reduction in duplication of effort.
