FIPS needs to be enabled in different places of CI jobs, from Prow jobs to Zuul CI jobs. Not all of them will support FIPS enabled due to its limitations, but we should enabled where we can and cover all components.
Note that this EPIC doesn't focus on moving all jobs to FIPS, but enable them to swich to a FIPS enabled mode

Acceptance Criteria:

• Component and Integration lines should be able to switch to FIPS enabled, with some minor additional configurations.
• For component lines, DFG will be able to swap the nodeset to use a FIPS-enabled RHEL-9.4
• Jobs from integration line that deploy VAs and DTs would require to enabled FIPS in their EDPM kustomization, and OCP should be enabled with a single ci-framework flag.
