Let's enable the zuul jobs for the test-operator repository so that we can do proper testing of the test-operator. It will also enable us to test test-operator changes using Depends-On.

We need to add URL for the test-operator repo here. We should contact Chandan Kumar once the review is up. He will install softwarefactory-project-zuul app on the test-operator repo.
