This story tracks developing a procedure to adopt ironic comptue services.

as par tof this adoption we will need to create 1 ironic compute service per controller and set the hostname in the pod to match the old hostname of the controller where it previously ran.

the network attachments for the ironic compute service will also need to enable connectivity to the provisioning network bu the IP don't need to be maintained only the host name.
