In upstream phase 2 we need to:

• Add neutron-tempest-plugin job with enabled new defaults to check if all works fine,
• Change default values to be new defaults in the 2023.1 cycle
• Implement Service-to-Service role

In upstream phase 3 we need to:

• implement support for the MANAGER role
