Not all the installation will need FRR and/or ovn-bgp-agent, so we need to make this configurable once composable services isimplemented

OSPRH-2396 As a cloud operator, I want a consistent composable service interface for edpm nodes where services can be enabled or disabled as needed, and custom services for 3rd party integrations are enabled.
