In this spike we need to explore and describe in details:

how OVN and neutron services are today deployed and configured on compute nodes,
how it is done by nova compute with "nova-externalcompute" controller,
what steps/requirements we may have during update and/or upgrade process,

As a final result of this spike we should make decision if we will take approach similar to what Nova team is doing currently.
