Description of problem:

Reported upstream, and confirmed. When using virtual media based deployments, specifically in edge configurations where IP addressing is embedded and not supplied by DHCP, the agent ramdisk networking fails to initialize when there is a prior configuration drive on the host.

Version-Release number of selected component (if applicable):

18.0, although likely also in 17.1 as well. We would prefer this functionality works in 18.0.

How reproducible:

Always.

Steps to Reproduce:
1. Deploy a node in dhcp-less mode.
2. Go to clean the node in dhcp-less mode.

Actual results:

Cleaning fails of node due to the node never checking in for instructions.

Expected results:

Cleaning succeeds.
