openstack-tempest-all image:

"An image that contains tempest and all plugins that have an rpm" - that doesn't have to be correct, a plugin can have an rpm but still doesn't need to be included in openstack-tempest-all rpm - all rpms that are defined in tempest's spec file will be included in the rpm, here's the specfile, let's link it from the doc too:
