1. Create a zone migration audit  without the 'dst_type' parameter to migrate volumes

Expected behavior

• The strategy should create an action plan with volume migration actions.

Instead, the strategy tries to create retype actions,  which fails since 'dst_type' is not passed so it's missing information.
