Goal: 

• There have been several issues where TLS certs in Barbican get deleted or expire
• This causes a HTTPS terminated LB to go to Error state from which it is difficult to revover
• The goal of this task is to recreate the failure and understand the failure modes
• We'll fix it in a future task
