Goal: 

Make requested changes to the telemetry_chargeback CI test

• add a loki_data_file parameter to check for the existence of generated synthetic data file
  • Make changes in gen_synth_loki_data.yml  file

Acceptance Criteria:

• test/job runs and produces same results
