Goal:

This is a feature for the downstream work toward RHOSO 18.0.

We have customer requests to support "client-only administrators", whereas today, in OpenStack, you have the "administrator" right; you access the entire platform.

Upstream, this is the Domain Manager Persona for domain-scoped self-service administration (https://specs.openstack.org/openstack/keystone-specs/specs/keystone/2024.1/domain-manager-persona.html).

Acceptance Criteria:

• Documentation mini-content journey has been worked and used to inform the overall structure of the documentation required.
• Official Document for Domain Manager role in keystone in RHOSO 18
• Documentation has been merged into the main repository to be released with the feature
• QE verification of Docs
